The commencement ceremony featured the primary cohorts of a number of worldwide authorities management programmes. These included 17 individuals from the Government Management Programme of the Authorities of Bermuda, 24 individuals from the Senior Government Management Programme of the Authorities of Malta, and 25 individuals from the Kyrgyzstan Younger Leaders Programme.
